## Big picture
The **Chechen Wars** were two brutal conflicts between **Russia** and **Chechen separatists** after the collapse of the USSR. Chechnya wanted independence; Moscow wanted to keep Chechnya inside the Russian Federation. The first war ended with Russia effectively failing to control Chechnya. The second war ended with Russia re-establishing control through a loyal Chechen leadership under the Kadyrov family. ([Encyclopedia Britannica][1])
## Background: USSR and Chechnya
Chechnya had a long history of resisting Russian rule. Under the **USSR**, Chechnya was part of the **Chechen-Ingush Autonomous Soviet Socialist Republic**. In 1944, Stalin accused Chechens and Ingush of collaborating with Nazi Germany and deported hundreds of thousands to Central Asia; they were allowed to return only after Stalin’s death, during the Khrushchev period. This created deep distrust of Moscow that shaped later independence movements. ([Sciences Po][2])
When the **USSR collapsed in 1991**, several republics became independent states. Chechnya, however, was not a full Soviet republic but an autonomous region inside Russia, so Moscow refused to accept its independence. ## First Chechen War, 1994–1996
The **cause** was Chechnya’s attempt to break away from Russia after 1991. Russian president **Boris Yeltsin** sent troops in December 1994, expecting a quick victory, but Russian forces faced strong Chechen resistance, especially in the capital **Grozny**. The **main Chechen figures** were **Dzhokhar Dudayev**, the independence leader, and later **Aslan Maskhadov**, a senior commander who became president of the unrecognised Chechen Republic of Ichkeria. The **outcome** was basically a Chechen military and political success in the short term. Russia withdrew, and Chechnya had de facto independence, but it was not internationally recognised. Chechnya then became unstable, with economic collapse, warlordism, kidnappings, and growing Islamist influence.
## Second Chechen War, 1999–2009
The **cause** was a mix of Chechnya’s instability, Islamist militant activity, and Russia’s desire to restore control. In 1999, militants linked to **Shamil Basayev** and **Ibn al-Khattab** crossed from Chechnya into neighbouring Dagestan. Around the same period, apartment bombings in Russian cities killed hundreds; the Russian government blamed Chechen militants, although the bombings remain controversial. The **main Russian figure** was **Vladimir Putin**, who was prime minister in 1999 and became president in 2000. His hard line on Chechnya helped build his image as a strong leader. On the Chechen side, important figures included **Aslan Maskhadov**, **Shamil Basayev**, **Ibn al-Khattab**, and later **Doku Umarov**, who moved the separatist struggle toward a wider Islamist insurgency in the North Caucasus. ## The Kadyrovs
A major turning point was Moscow’s alliance with **Akhmad Kadyrov**, a former separatist-linked religious leader who switched sides and became the pro-Russian leader of Chechnya. He was assassinated in 2004. His son, **Ramzan Kadyrov**, later became Chechnya’s leader in 2007 and built a highly personal, authoritarian regime loyal to Putin. ## Current state of Chechnya
Today, Chechnya is officially a **republic within the Russian Federation**. It is not independent. It is ruled by **Ramzan Kadyrov**, who has wide internal autonomy from Moscow in return for loyalty to Putin and keeping Chechnya stable. The region has been rebuilt, especially Grozny, but political freedom is extremely limited. Chechen forces loyal to Kadyrov have also been involved in Russia’s war in Ukraine. Kadyrov remains publicly loyal to Putin and has presented himself as one of Russia’s most hardline pro-war figures. ## Small section: what “the Kremlin” means
The **Kremlin** literally means the fortified government complex in Moscow, but in politics it usually means **Russia’s central leadership**, especially the president and his inner circle. In the Chechen wars, “the Kremlin” refers to Moscow’s policy: first under **Yeltsin**, then under **Putin**. The Kremlin’s main goal was to stop Chechnya leaving Russia and to prevent separatism spreading to other regions.
